Education
I feel like a high-end computer with a freshly installed operating system: brimming with capability, but of no good use unless additional software is installed.
So then, where are all the really smart people? Surely everyone around me can't be at the same stage or behind? Either they really don't exist, or they are right in front of me but I can't see them because (a) they are being really modest or (b) they have no means of expressing their capability to a lay audience. In either case, the silence is not good for the ego.
Something must be done to get them out of the woodwork.

..but of no good use unless additional software is installed: Missing apt-get already? ;-)

Logically, they have to be in a larger proportion here.: Methinks you can blame that on the codemonkey and call center mentality that is sp'sedly our interpretation of the IT revolution.
Everywhere you always are asked to concentrate more on theory and implementation than innovation or ideation. Anything more than what is just enough get by is seen as unnecessary.
The first place where I worked had techies who used to code really fancy stuff in VB, yet have no clue about how to configure a DSN. You are not encouraged to poke around and find out.
Till we get out of that mode or until you have a concrete idea of what you are looking for and an even better way of getting you message across, it is most likely that you would be disappointed.

Considering you do find the smart people, why do you think they will want to listen to you?

What I meant was listen to you about getting out of their woodwork.
